Two amps is nothing, the solar should provide that much. You say you tested each cell on the batteries, not sure how you tested them, did you load test them? It actually sounds like bad batteries to me. With two batteries, you should have at least 150 amp hours or more depending on the size. That’s at least 75 before they get down to 50% That should last quite a while if the batteries are good.
