If you're drawing 9 amps with the disconnect open I'd look closely at the breakaway switch and make sure the pin is not pulled out. There's not many loads that would draw that kind of amperage without you being able to hear or smell something.

I'll take a look at this today. We are stumped at what could be pulling so much amperage.
