As mentioned, check with a good fab shop. I'm guessing your golf cart/trailer combo is probably in the 1,500-2,000 lb range with somewhere around 200 on the hitch so it doesn't take much to tow that. Realistically you only need a class II hitch and that will give you excess rating. My guess is that it would be, but I'm NOT an engineer or metal fabricator that can determine the stresses ad capability of the frame.

And yes several states allow towing behind a TT, but the 3rd vehicle must be lighter than the 2nd and the combination still needs to be under the TV GCWR.
