I'm not sure how to "fix" your problem, but I'd think installing an accumulator tank would "mask" the problem by allowing an expansion capacity to "soften the hammering".
Shur-flo markets an expansion tank specifically for use with their RV water pumps.

Thank you for the info. I will double check the water heater bypass and the toilet today. The Shurflo accumulator is reasonably priced so I might order one of those as well.
