To my knowledge there's only two major routes that cross the Allegheny mountians in WV that's decent for the uninitiated towing. Take aRt 68 in MD west or Rt 66 west in VA. Both will cross the mountians with divided highways at "reasonable" grades. There are a fouple of other partial routes that were never completed and you end up in mountians with minimal shoulders that are typically deeply rutted from coal and timber trucks dropping off the asphalt and very minimal guide rails to prevent a "free fall " off the side of the mountian.
