We stayed at Sleepy Bear Campground in Noblesville (the town next to Carmel) a number of years ago - off-season (no concert on the horizon). They are not set up for many TTs, principally focused on the tenting crowd. You'll have water and electric but no sewer. There's also the Close-By Campground just up the street. They don't seem to have a website. I'm not sure of either of their period of operation.
