Sniffers on our on ramps? I doubt it, not saying they aren't there in heavy travelled areas (L.A.) but I don't see how they can detect emissions from ANY vehicle from the shoulder as it would be too far away.
Lots of times you can see a box on the shoulder with a sensor of some sort stretched across the road. Those just count vehicles.
