You basically answered your own question....

1 kilowatt hour is equal to 1 kilowatt of energy used for one hour.

Your heater is 1500 watts or 1.5 killwatts.

So for one hour, you use 1.5kw at 10 cents per kw per hour and it would cost you 15 cents to run the heater at max setting.
