Simple, as in keep it simple. Attached to the bumper, in any fashion: no, don't do it.
Instead have a receiver tube welded to the frame. Bike racks with bikes have a consider amount of weight on a lever, bouncing up and down on the far end of a fulcrum. You need a substantial connection to support it.
