Oh, I just realized you do not have a blind on the window at all.
So... ok... Why not just get a standard roller pull shade. You can get them cut and customized to any length at Lowe's Home Improvement stores in the Window Treatment area. Install it and you can then try the Command Hook and String method. If it works, you can rig up something similar with a more permanent fix?
