The short and real answer is NO. The welds aren't the weak link, it's the thin sheet metal bumper.

The only safe way to carry bikes on the rear of your trailer is have a receiver hitch welded/mounted/fabricated to the frame rails. Find yourself an adjustable universal hitch like this and take it into a welding shop. It cost me about $300 for a local welder to do mine.
