As long as you plan to keep the "above the countertop flange" then yes, it's a 25x19 sink. I don't think even the "solid countertops" are compatible with converting to a under the counter mount.
The last time I checked, Lowe's has a couple of double bowl stainless sinks but I can't recall ever seeing a 25x19 single bowl stainless sink. I'm not saying they don't make them, I've just never seen one for sale.
