Try a different brand/style of shoes for a few days. It may be the composition of the rubber (or lack of rubber) in the shoes that's allowing "YOU" (and nobody else) to build a static charge. Maybe just keep those shoes for summer wear and don't use them "during static weather conditions".....

Try it for a few days and see if it makes a difference.
