For what it is worth, I had that issue once. Was getting 10 to 18 volts with battery and shore power cord disconnected at a cg one time. After further research I determined the stray voltage was due to electrical energy transferring to the camper in the Form of static from nearby high voltage power transmission lines. It never happened again.
It is very iimportant that you confirm the energy you are feeling using a meter and confirm the source.
