Engineering a light mount

My SuperDuty has no holes in the rear bumper to mount lights. I have a nice pair of work lights that I would like to mount on the ends of the cross tube for the reciever hitch. The square tube is 2.5" ID and the mounting bolts for the lights are 5/16. What I would like to do is use a threaded end cap but the largest I can find are only 2"
There are plenty of rubber and LDPE caps out there that will fit but I don't think they will hold a light if I drilled a hole in the middle to mount the light.
Not sure if I could have some metal ones fabricated at a reasonable price either. Would it be an issue sealing the crosstube? I could silicone in the LDPE and rubber ones in. LDPE seems like it would be the best bet? Thoughts?
I do not want to cut or drill anything on the truck.
