I would think without any back flow preventers, if both tanks are plumbed together with one drain valve, both tanks should equalize and act as one tank. There is nothing preventing both tank levels to rise together.
Think of a double bowl kitchen sink that shares one trap, if that trap clogs, both bowls will backup to same level.
