I guess the pivot bracket is used when something got blocked by the spare and to gain access into the trailer the spare swings down, out of the way. I went and had another look at it and nothing about it pivoting makes sense. You are right, hold it up with one hand and turn the nut off while upside down and drop it on your foot.
I can see it is going to be nothing but a noise making rattle-trap.
I guess that is why God made a 225 amp welder and 7018 rod !
