I agree with your assessment. Sounds like a bad ground or partially shorted power wire.

Did you try checking the voltage from the hot tab to a known good ground? That should show 12 vdc if all is ok.

Then check resistance on the other tab to a good ground. Should be infinite.

Any variation in these readings should point you in the right direction for a fix.

The switches on fridges are known to be a bit funky and the contacts may require a good cleaning.
