Would highly recommend Kodachrome SP for a very pleasant off the beaten path place to stay. Excellent campground for either hook ups or dry camping. Besides being reasonably close to Bryce, there is also Red Canyon as well as some slot canyons close by (Willis Creek, Bull Valley Gorge) if you really want to see the back country. As stated, they will let you through the tunnel if that's something you really want to do. Or stay just outside of Zion in one of the several RV parks in Springdale. A short backtrack will put you back on I-15 NB to Cedar City then Hwy 14 to 89 and then 12 towards Bryce and you can avoid the tunnel altogether. Personally I wouldn't fight the traffic through Zion in the summer and 14 is a very scenic drive in itself.
