Noticed your comment on specialty dog bags and yes I fully understand the plastic grocery bags Here is something I discovered that was helpful in storing these bags.
Take a gallon plastic container like for milk and using a 2" hole saw put a hole in the side. You can stuff a ton of them in there.

That does make a good holder. My wife has some cloth thing that has pull cords at each end that works pretty well. Looks like a long paisley tube.
