IMHO, never turn the gas, or electric heat source on until your are positive that the hot water tank is full. As a rule you should be able to turn on the sink or shower farthest from the tank, and not have any surge bubbles or "water hammer" issues. When nothing comes out of the faucet but water, you know you're purged. Now check your other faucets for water flow.

Whether gas , or electric, you will "cook" your hot water tank if you light it off empty.
