Have you put in fresh batteries? Some IR receivers do better than others so just because the outdoor one is working may not mean it's strong enough to work the inside one if the batteries are getting weak.
The other solution I was going to offer was buy a cheap programmable remote. Most come with codes for any type TV and can be programmed to provide the basic functions at a minimum and sometimes all the functions of the original remote.
