Turning on the electric without water in the heater will instantly burn out the element. There also should be a hole in the switch to insert a pin to lock it for this reason. If you wish to leave this switch in the on position you can turn the electric element on and off at the circuit breaker but be sure the tank is full first. If you only have 30 amp service you may not be able to operate A/C and electric water heater at the same time. To put it in a few words .... It's a safety feature. ... Welcome to the forum, Hank
