Usually because they sell them with only one battery box and battery, so there's no way to exceed 12V. If you add a second battery, it is assumed you know what you're doing and how to wire it properly. Sounds like the previous owner either didn't know what he was doing or didn't communicate it properly. Since he had only one additional jumper, it sure sounds like the former. Perhaps he ran one battery until he ran it so low that it wouldn't work, then added the other one in series to "boost it."
