You need 120vac coming in (shore power from electrical outlet) for the converter fan to run. The converter uses the shore power to charge the batteries and can provide some 12vac. if not a heavy load. Your converter has nothing to do with your incoming AC power but if you don't have AC power, and haven't had, your batteries are dead as well. What exactly are your circumstances?
