Theory - long shot, but a theory. I've seen a bad switch like this before in a vehicle.
Bad switch with an intermittent connection inside the switch. When something in the trailer triggers the intermittent connection to make contact (bouncing, vibrations, movement, etc.), the pump runs until it senses the pressure it's designed to shut off at. That pressure slowly decreases and the next time the switch is moved/vibrated/jiggled just right, the circuit is completed and the pump runs again until that pressure is reached. This repeats itself.
