Is this too big?

I know, the answer is "It's never too big!"

But maybe so in this case.

We need to get a hitch for our 199ML. It has a hitch weight of 322lbs. I figure loaded it will probably be closer to 450lbs, give or take.

Camping world has this 1000 lb WD hitch currently on sale for $199.99. Over $120 cheaper than a lighter 600 to 750lb hitch.

But is it too big? I have been told that going too big will make the trailer to stiff and then cause issues with handling.

Does the fact that we are using a 1967 Ford Country Sedan (wagon) make a difference?

If it were me I would get that hitch and take advantage of the sale, it's a Reese and of good quality, I use a Curt 1000/10000 WDH to tow my Passport and it works out fine, you can always find some 500 or 800 lb Reese spring bars if you need to on ebay but I don't think you'll need to, my tongue weight is about 600lbs and the 1000lb spring bars do just fine. When I adjust the WDH I seek both TT and TV to be level by adjusting ball tilt and I pull up as much in the chains to do this (the spring bars should wind up parallel to the frame), if there's less weight than 1000lbs on the tongue then I'm only using as much of the spring bars resistance to acomplish this up to 1000lbs, now if I have more than 1000lbs to deal with then I'm in trouble. You also have to realize that the 450lb tongue weight that you mentioned is a static figure, when your bouncing along on the road the downward movement of the TT on the ball will increase this. This is just my opinion and my experience so take it for what it's worth. I'm sure that others will weigh in on the matter and give you more opinions to mull over.
