Norcold 2118SST Frig issue

My 2118SST Norcold refrigerator keeps blowing the 5 amp fuse located just above the 12V input. It has been working fine and yesterday it blew. I replaced it and it blew again. Any suggestions what I could look at?

This is the 5amp blade fuse (12v). Is the fan above the circuit board supposed to be on all the time of just come on as needed?
