Is the trailer when hitched to tow vehicle supposed to be the same height as if the truck is unhitched? When using airbags how much should it be inflated?

The answer will depend on the type of hitch you are using. One of the goals is to have the trailer level (within an inch or two). This goal can seem to compete with other goals, like weight distribution, etc.

I use a Fastway E2 weight distributing hitch with my conventional (bumper pull) trailer and the hitch installation and setup instructions go through all of this - from initial setup to tweaking it to get "closer" to optimal.

I think if you post what truck, trailer and hitch you have, you can get a lot better information from folks here with similar configurations.
