It depends on what you're using them for. That tire is an LT tire and does not have the same load/speed ratings as ST tires in the same size.

As an example, in the size 225 85R16 LRG:

Hercules: load range 126/123 (3750 at 110PSI) speed rating L (75MPH)

Sailun: load range 132/127 (4,400 at 110PSI) speed rating L

Something to consider: YUGO met all safety and manufacturing requirements to be sold as a 4 passenger, front wheel drive vehicle. That doesn't mean that Hercules tires are good or bad nor does it mean that YUGO was good or bad.... YMMV

LOL! I like that. I didn't see many in my part of the world but even the new ones looked like they were about to self implode.

I’m looking to put them on my trailer and I’m reading a lot of mixed reviews. I’ve had two tire shops here Florida recommend them

I replaced my 5 boat trailer GYs with Hercules tires unknown number 14 inch. As I was mounting them back into the trailer I noticed the tread looked the same as the tow max tires that came on the Keystone. I wheeled one over the the tow max. Yes they were the 100% same tread just different size. I Looked up the manufacture code printed on the tire and it is the same company in China that makes tow master just in a different city. If you like tow master than your getting the same tire. If not move on.

What size and design are you considering?

Here is their ad for their new steel cased tires.

Point to remember. A tire's maximum strength in load capacity is shown on every tire sidewall. It's what it says it is.

Building them with all steel casings does not increase their strength. Added durability, maybe. Some of the newer ST designs have built-in sidewall scuff guards, another durability feature. They do not add to tire strength. So, don't underinflate them. Their minimum inflation is what the VEHICLE manufacturer has recommended. Minimum inflation for Replacement tires is what's needed for them to provide a load capacity at least equal to what the OE tires provided.
