Would like to know if the GVWR of 16,500 for my 2015 Fuzion 325 includes the fresh water tank full or empty. Any input would be great and thanks for you help in advance.

GVWR is the maximum total weight of the vehicle, it doesn't matter how you get there it is the maximum the trailer can weigh.

Way of Life, your unit probably weighs around 13,000 dry. (Close) You and Momma load up your Yamaha Star (800), her Harley Ultra (900), fill the fresh water holding tank (700), 60 gallons of fuel (400) four suitcases and the dog's kennel (300) and all the miscellaneous things (chairs, ice, coolers, beer, food, more beer, etc) that we all take(400), and guess what? You are at your limit right there. You can't leave the beer home, so Momma says "Take your Yamaha out of the trailer." She tows the rig on the trip and you ride your Yamaha.....See? At my age I've got these things figured out.

As said, max is max whether you fill the tank or leave it empty, it is all about total weight. If you need the weight for something other than water then leave it empty.

Also the weight of all your axles can be changed by how you load. If you are over on the trailer axles you may be able to shift that weight to the truck, if you have payload available. I know my TT weighs more at the axles than what is rated when it is parked by itself, but after connecting to truck and using the WD on my Hensley my TT axles are 800LBS under spec and all my truck axles are legal with plenty of room to add if needed.
