So you're saying that everything EXCEPT the parking/running lights work on the trailer.

How about the truck if you disconnect the trailer... do the park/running light work that way?

Check under the hood of the truck. Most Fords have a separate fuse/load center for the towing system. I've seen this on Expeditions, F150's and my F350. Can't imagine yours is any different.

The power distribution box is located in the engine compartment. Look at fuse # 26 which is 30 amp and relay # 29 they are the parking/running light for trailer.

here is an easy test for the trailer side. If you jumper the top 2 pins on the 7 way round connector for the trailer with it plugged in to 110v, the running lights should come on. If no lights that way, the the issue is on the trailer side.

Ford has a separate fuse for the running lights on the trailer in the fuse box under the hood. I don;t remember the size on either of my trucks except it was a maxi fuse. !5 amp I believe.

There are special fuses for each trailer light, running, turn, brake etc.. make sure you are looking at those. If you have another truck plug into that one for a test to eliminate the trailer itself

RNKBURG said it best but test your 7 way male and or female light plugs. Get a test light if you don't have one. Good luck..:)
