If it is made out of cement can use drylok paint that they sell at Home Depot. It is made to seal the cement so water does not come in your basement. Comes in different colors to. Good luck

I would also recommend talking to a pool supply store. They likely would have ideas on coatings better to suit your needs. The coatings commonly used on rv applications are for EDPM rubber roofs.

Most coatings are not for use with standing water. As Steve mentioned your best bet would be to ask a reputable pool repair service what they would use. These coatings are available on line in many colors but are costly. Some marine coatings may work but again, $$$$$. Good luck and try to get more folks to make wishes there.

The first pool supply quote is nearly $6500 now it's a big fountain nearly 20 feet across at the top and 30 at the bottom but there's got to be something a bit less $1200 would be OK even if it only last a couple of years

Without being able to visualize what you're trying to cover, have you considered a pond membrane? It comes in black, and can be ordered in different colors. Essentially, it's a heavy duty rubber liner that you can drape over the foundation of the pond/pool and then put your rocks, plants, decorations and other items on top of it, fill it with water and away you go
