Exactly like you did this question. Choose the forum you want the question to appear in and post it. If you are asking how do you comment on an existing thread verses starting a new thread, that is a different process.
If you are wanting to start a new topic or new thread, you go to the Forum main page, pick the main forum topic that best fits your question and on the top left of the forum posts column you will see a new thread button. Push that and have at it. I hope that this helps.
