Water heater is hot but no hot water coming out of any sinks or shower, just bought was told it was the element, not sure if it is gas or just electric. Think it's just electric also refrigerator is not getting cold but pilot light is on when taking off electric, not sure how long it takes to chill. Please help! Thank you

The water heater has a bypass valve system (one or three valves) located behind the water heater. If you locate the water heater inside, you'll see a valve at the cold water inlet. It must be turned to direct water into the water heater. If it's a "single valve bypass" that's the only valve. If it's a 3 valve system, you'll also find a valve at the top "hot water discharge outlet" and one in the PEX tube between the two.
If you turned on the water heater without filling the tank, you probably burned out the electric element and if you turned on the propane system for a prolonged time without water, you may have damaged the tank lining. The only way to know for sure is to try it and see what happens. I'm posting a couple of photos to identify the bypass valves.
As for the refrigerator, it takes 24 hours or possibly longer for it to cool down to a temperature that will produce ice in the freezer. Most people will turn the refrigerator on a day or two before loading it, to give it time to cool down.
If the above doesn’t help make sure your outside shower is turned off. Not just the slider to stop the flow. That will back feed cold water through the camper and you won’t get hot water.

Okay the heat water heater is hot at the top , this is the only valve I see and the direction I had it in.
And I will test my refrigerator tonight and check tomorrow.
I dont have outside shower , I'm going to trying more this afternoon but I only see on valve I posted pictures need help in knowing what way to turn the valve pretty sure I have it by passing the hot water heater in the picture.

Yes, that is the bypass position. Turn the valve so the handle points in the direction that you want the water to flow.
Jack has already responded with the information on which position the bypass valve must be for water to flow into the water heater. If you've turned it on for any length of time with the water heater tank empty, you may have damaged the tank lining and/or the electric heating element.
The only way to know for sure is to turn the valve, fill the water heater, turn it on and see what happens. There are ways to use a multimeter to check the element continuity and to use a borescope to inspect the porcelain lining of the tank, but realistically, filling it, turning it on and waiting 10 minutes is the fastest and usually sufficient way to determine if it's working.
If the electric element is blown it should short and trip the breaker. If the lining is compromised you wont have an easy indicator, will just rust over time and eventually leak. A cheap boroscope can be bought online that hooks to your phone or standalone at Home Depot.

Turning in the electric side of the water heater without water in it will cause the element to burn up. Have yet to see it trip a breaker. As a rule the element burns and contracts making it an open circuit.

I was assuming they are the same design as a home unit. I accidentally killed one last month (drained the tank from upstream without powering off). Once damaged, with tank full, it would throw the breaker in my case.
It was pretty mangled.

I was lucky it was only a small 2000W heater (20 gallon point of use helper for upstairs master bathroom). I was draining the main heater in the basement and didn't close the valve on the line up to this one, that is why it drained too and I never had it powered off.
