Surface rust

Had a tow hitch put on the back of the trailer a few weeks ago and there is surface rust everywhere. Should i be concerned? Looked like he painted it. Should i rub it off and spray it with rustoleum?Click image for larger version

What material was used? Plate? If it has been a "few weeks" and it has rusted like that it wasn't prepped and painted properly. At the very least I would buff/sand it down or use any number of rust preventatives, clean it up, prime it and repaint with rustoleum or something better.

Is the receiver just welded to the bumper?? Or does it also attach to the I beam frame somehow?

Looks like only to the bumper. Not welded that great either

Depth of penetration on the bumper tube side of the beads does not look good. Why no weld on the vertical sides?

I'd be worried more about it being partially welded to the flimsy bumper than about a bit if rust. Those bumpers were designed to carry your sewer hose only.....
Hope whatever it is your planning to connect to that hitch you don't have any great attachment to cause between the poor welds & a VERY weak bumper whatever is back there most likely won't make it to your destination & hopefully doesn't hurt anyone behind you when it leaves.
But you won't notice the rust anymore.

More pictures for everyone concerned. It's boxed in, not just welded to the bumper.

He added a bar, and more plate to the sides where it connects to the trailer. I asked him to help support the bumper since my spare is on there. Which is how the spare came from keystone, though i do have a heavier wheel and tire now for the spare. Click image for larger version

Looks much better than the original pic.
Now to answer your original ?, a good clean & a couple coats of rustoleum should do the trick.

In the pics, I don't see any provision for safety chains. If you're going to tow something like a boat behind the trailer, I would think that's a must. But if the receiver is just to put one of those cargo racks or a bike rack on, that's probably OK.

You could use POR-15. Paint on Rust, used it all over my trailer this spring and still looks good where painted.....

Wire brush it, thoroughly, and paint it with rustoleum.

Most welding shops aren't set up to do a good paint job. The standard seems to be a quick coat of "shop paint" for temporary and cosmetic protection. Has noting to do with the quality of their welding. As others have said, best to clean, prime, and paint properly.

POR products work well on trailer frames.

I have been in some welding shops where the welders were not AWS certified and their welds reflect that....

AWS certification doesn't necessarily mean a welder is qualified to do the type of welding you may need. Read below

An often heard statement is, “I want to get my ticket”, a polite response to this may be, “which one”, as there are literally dozens of various tickets available. Or someone will make the statement, “I’m a certified Pipe welder”, this is great but in which welding process are you certified, which type of filler metal, carbon steel or stainless steel, what position are you tested to? I am not intending to embarrass or ridicule anyone by making these statements; I am merely attempting to eliminate some of the confusion regarding this aspect of the welding trade.
