Trailer Running Light Whip
We just bought a 2023 Keystone Cougar 5th wheel. I wanted to take it out for a few trial runs to get used to it. Hooked up my truck and went to plug in the whip for the running lights and there's no wire. My first question is how did it pass the NYS DMV inspection without any running and signal/break lights operational? My second question/concern is the person who delivered it to our home must have broken DMV laws. Being new to this RV/Camper world; is this normal procedure that new owners have to install trailer light whips?

Explain what you mean by "trailer light whips"?
You should have a 7-Pin RV cable.
It will be standard on the RV, and plugs into the 7-pin socket on your truck.
That cable will be all that is needed to operate all the trailer lights, brakes, etc.

Trailer wire for lights, i.e. signal, brakes, running, etc. There is no wire on RV. I've checkec all the compartments in the nose of our rv. I saw a post online where a guy replaced his old wire which had eight wires and showed the box he opened and replaced the wire. I looked in this area and don't see the box he showed that was on his. There's no eight conductor wire in the nose of our RV for lights, signal, brakes, etc. When the guy from camping world delivered it all I saw him unhook was the fifth wheel and do the self leveling procedure. I never saw him unhook a wire. Is it up to the new owner to install the cable that's compatible with their truck? I hope this clarifies my post. I'm new to the RV world.

I can assure you that it had a 7-pin cable when it left the Keystone factory.
Most users will coil the cable up and stuff it into the back of the pin box when not in use.
Look at this picture of the pin box, and in the back where the Yellow arrow is pointing.
Look back in there and see if you don't see the factory cable.
It will be "hard wired" to the trailer, and not something that you unplug.
Hard wired to the trailer, and plugs into your truck.

What ^^^^ Rolla said. I also am betting it was rolled up and stuffed into the pin box.

I hope you've found the 7-plug & cable. Just curious about what you are going to tow that fiver with and do you have an experienced 5 that wheel owner to help you hitch and unhitch the unit? The process doesn't lend itself to "self taught on the job training" and can be seriously dangerous if not performed properly.

I guess we'll never know if he found the 7-Pin cable or not.

That's the responsible and courteous thing to do... Thanks for the effort.
As for the OP, they joined the forum on 08-31-2023, made their first (of two posts) post at 8:06 PM and their last post at 9:31 PM on that same date. Signed off the forum at 9:31 (immediately after the last post) and has not logged onto the forum since that time.
Who knows, they may return and fill in the blanks about their situation with the umbilical cable, then again, we may never hear another word from them....
