There's probably very little difference in the two wheels. Rating and Certification are NOT the same thing. As I understand the terms, rating is what the engineers designed a product to do and the manufacturer says it can do. Certification is what the product has been proven to do in lab testing.
As Jim said, most items are "overdesigned" to make sure they will "survive" the problems, accidents and damage expected during a "normal life" of the product. Almost all products are built that way, well, maybe except for ST tires ?????
