2015 Cougar SRX326

Hello, everyone, Would a 2008 GMC SEIRRA 2500 DIESEL be able to pull this 5th wheel? The GVWR 12500lbs unloaded 9700lbs.

I think the quick, easy answer is no. The max tow rating for that truck is 9800 lbs. and the trailer weighs 12,660.

Move/Pull it is not the same as tow it. Could it make it move: yes, probably.
Could it tow it safely at speed, and stop it in a panic: maybe, but the chances are much higher it won't.
Use gross weights to determine if you have enough truck. Here's a video that explains it well.
