Towing without WD hitch

Just returned from a wonderful trip to VA beach. The day before we left, I saw something I have not seen before. A couple pulls into the site next to us, A Toyota Sequoia pulling a roughly 34 foot travel trailer (2 large slides) and NO weight distribution hitch. Just a square tube shank with a ball, and no brackets on the trailer either.

Said to my wife, I hope to never be on the road with him. When it goes south someone is going to get seriously hurt.
