The caps can be pulled off. I have a special tool designed to remove them. Channel lock pliers will work and I have used them before but they tend to chew up the covering and adversely affecting them where they will split and leak water on to the threads. That is why I bought the tool to remove them; most tire stores will have this tool.

Just installed my new chrome hubcaps that I ordered this past winter. Look great and easy to remove to check lug torque and lube the wheel bearings. No more little plastic nut covers to mess with.
These are made to twist on and grip to the lug nuts. The wheel has to be removed to remove the old center caps that are installed from the back of the wheel.
Just curious if anyone has pictures of the lug nut covers you are talking about. I have never seen these before and have no idea what you all are referring to. All of my RVs have had the center cap that covered the lugs. When I first read this post I thought it was referring to the cheap tin caps that dress up a standard lug nut, but when a special tool and pliers were mentioned I got confused.

This is the tool used to remove the lug nut covers.
The covers are a soft type of ABS plastic, I think. They can be removed with pliers, but the pliers will scratch them up. I've used pliers with the jaws taped over to prevent damage. Doesn't work very well, doesn't get a good grip. Slips off and pinches my fingers. Ouch!
Used to have one of the tools years ago, the plastic coating became old and worn and came off.
I switched over to the replacement chrome caps. They are not expensive, look great, easier to remove for acces to the lugs, and easier to clean around, and keep the debris off of the lug studs.

Oh, those things, they suck! I have never owned a vehicle with them, but if I did I'd probably run down to the nearest parts store and pick up new chrome lugs or get the ccenter caps to cover them.
