Coat rack mounting - velcro too weak

I mounted a coat rack on the side wall using velcro that I thought was rated strong enough for 2 or 3 coats, but apparently I underestimated the weight of the coats, as the velcro halves separated. Both stayed stuck to their respective parts, just not to each other. As there are no studs available where I want it, apparently I need some kind of moly fastener through the wall panel - who's used what with good success?
