Either welded wrong or hole drilled wrong. Maybe really small bikes could work.

Im sure it's just like the construction industry right now. Competent workers are hard to find, and I'm sure they are seeing the effects of low wages, and the fact we've pushed people into colleges instead of trade schools for decades.

I wonder if it's one of those "features" to protect the innocent (stupid) people who don't read the instructions or ignore them???

It might be a "receiver tube" for a specific bike rack and is not intended to be used as a "hitch for a trailer" or for a different style of bike rack.... Maybe it was drilled so nothing would work in the tube "EXCEPT" the intended part....

Just a guess, and if not that, well, yeah, somebody did a major SNAFU/FUBAR...
