The east coast/west coast designation refers to the Keystone plant where the trailers were manufactured. East coast is built in Goshen, IN and west coast trailers are built in Pendleton, OR.
Some of the name brands, Cougar XLite (east coast) and Cougar Half Ton (west coast) are built exclusively in the designated plant. Typically, with unit incentives (dealers get a price reduction when buying in quantity) dealers are reluctant to special order from the plant outside of their designated area, but they are free to do so if they wish. Typically, west coast Keystone trailers have larger holding tanks, they may have enhanced polar packages and heavier tires. Subtle floorplan changes are also seen in many of the models.
Currently all of the Cougar XLite models are listed as "stock only" on the Keystone website, indicating that they are no longer being built. While there has been no "official factory statement" it looks like Cougar XLite and Half Tonn are merging and will be produced at both plants without a "east coast/west coast" designation. Other brands have not been announced, so plans to consolidate or to separate, merge or discontinue trailer lines is not clear at this point.
