2017 keystone outback water pump
Is red light on the pump on or off? Can’t seem to figure it out and when my city water is connected it’s filling the fresh water tank

If your connected to a city water source then the water pump should be turned OFF. If the fresh tank is filling then there is an issue with the water pump, the city water inlet is past the pump and there is a diaphragm in the pump that should prevent back flow. Its time to find the pump and depending on brand, rebuild or replace.

Does your model have a "convenience center" where you connect the water and turn a handle to fill the fresh water tank? If it does, the valve you are turning can often leak water to the tank while on city water. The cause is typically turning the valve with the water hose under pressure. This can blow the o-rings in the valve out of place inside the valve and allowing water past the valve spindle.
. Some have disassemble the valve and reseated the rings and some folks have replaced the valve.

I've had a senior moment for years now.
I blame in on the anesthesia from those dozen plu surgeries on my neck and shoulder.
At least that's my excuse!

If the OP's profile is correct, his trailer is a 2017 Outback 240URS. That model doesn't have a convenience center, rather a "FW fill port/city water connection" panel. I'd suspect that his issue is, as Chuck indicated, "bleed-through" at the water pump diaphragm. I'd also suggest that if a water pressure regulator is not currently in use, that he should obtain one and set the water pressure below 50 PSI. I'd recommend pressure in the 40-45PSI range.

I went through 2 convenience centers with a valve to fill freash water tank and 2 pumps under warranty. Would work great for a month or 2 but then start filling freash water tank when hooked to city water. When warranty ended I put a valve on the pump and a valve going into tank so no water can flow into tank without me opening a secondary valve. Problem solved. 10 bucks for the parts at Home Depot. And no problem for years to come instead of addressing it again in a year. Mine problem happened on a 2018 325 bh.
