ANYTHING on an RV is "owner repairable" if you have the time, expertise and tools to do the job. That said, hydraulic systems are not particularly difficult to work on, but you do need to know what you're doing. If you have a farm tractor with a 3 point hitch and a front end loader, you already know how simple hydraulic systems can be. If you are not familiar with "anything hydraulic" then talk to your local tractor dealer. Some will work on hydraulic systems on things other than tractors, some will work only on tractors, some will only work on tractors they sell......
You might also check for "hydraulic hose manufacturers" in your area. Most industrial supply outlets that manufacture hydraulic hoses will either repair hydraulic systems or know of someone who does. If your problem is just leaking hoses, any industrial hose outlet can build "custom size hoses" for you to replace, if your problem is something else, they will be able to give you suggestions on who can repair it.
CW and other RV service centers often don't build the components or repair them, they remove the bad part, take them to the local industrial supply outlet to get the parts and often "upcharge" them to make an additional profit on the repair charges you pay.
