You're right, a welded gusset is stronger in compression than it is in tension. The weld itself and areas around the weld are more brittle than the rest of the steel and brittle materials don't stretch out as well as they resist compression.

I'm a mechanical engineer and have designed/analyzed and rated simple weldments before. A drop shank isn't a terribly complex piece and every shank has a weight rating. Every rating has a safety factor meaning it will withstand some multiple of the rated load before it fails. When a drop/rise shank has a rating of say 1200 lbs it might be able to take something like 4000 lbs in a rise configuration but 5000 in a drop configuration (just estimating). Use it in either position within the rated load and you're good to go.

And... the E2 shank should have gussets on both sides. One is just larger than the other.
