Just to chime in, I traded my Tow hauler for a travel trailer and bought one of these racks to haul two ATVs and still tow my travel trailer. http://www.atvramps.com/atvrack.htm
Best decision I made. I can set up camp at a nice RV park and transport my quads to a local trailhead. I have not regretted even once.

There is a section on tandem trailers that makes it look legal but if you read it carefully it applies to big rigs and is pretty restrictive.

Like others here I have seen plenty of tandem RV setups on the road in FL. 99% of the time the tandem trailer is very short like one for wave runners or a motorcycle. I have never really seen someone towing a large trailer and say a large boat like they do out west. As I surmised earlier I think the cops just ignore it or are unaware of the law. Tourism $$ keep this state going and that might have something to do with it.
Thanks for commenting. I want to go back an re-read now paying attention to the part you're pointing out.

I am sick and dimented and get a charge out of understanding this type of legal-eeze.
