I tried to Google those numbers, didn't get an answer, but stumbled across this...shows all of the different tire manufacturing plants in the world.

This "may" be what the "1A" indicates...

Shouldn’t there be an oval with 4 digits on the sidewall? First two digits are the week, second two are the year. For example 2317 would be the 23rd week of 2017.

Look at the other(back) side of the tire. Date code is usually only on one side. The other info is on both sides. Chris
