Any certified heating/cooling repair service has the tools, expertise and ability to work on/repair an RV air conditioner. The problem is finding someone that is willing to do the work. Most make a living with larger systems and aren't interested in repairing a small air conditioner. That's why almost all window units are now "disposable" and built the same way as RV units.
Finding someone who is willing to climb on the roof of an RV, work for an hour diagnosing a Freon leak, locating and repairing the leak (without damaging the RV roof) charging for 4 ounces of Freon, a Schrader valve and then having the hassle of every time the RV is towed, getting a complaint call that the system is broken again..... It's hard to keep the customer complaints down with that kind of repair.
So, your problem is not in finding someone qualified, but someone willing to do the work. Even most RV service companies will just "call it bad" and change it out rather than dig into repairing a "non-repairable" air conditioner.... YMMV
